I know how to purposely do this: In Coup D'eat, at the destination you want, activate Advanced Web Gloves. Jump up and hit Green Goblin once, but don't land on the glider or web swing. Then Goblin will be knocked off the gider and floating in the air, with the glider not moving or attacking. Then you may free roam in that level.
NOTE: This does not work in any of the other Goblin battles.

once i was play as spiderman and he got stuck in the glass buliding it happend in the offer. It was funny because every time i get on his glider when hes stuck i just keep punching him it was like a dummy because he didn't take damage. then i was throgh him when he was bored i puched on his glider he was acting like a invisable spiderman was punching him in the scene.
