Her dancing is stunning and she would get work no matter where she went. I am so very glad she stepped out to get her scholarship for school.

Talitha, it's a combination of both. The law in Iran is heavily infused with a rigid interpretation of religious doctrine, where women dancing for the public is deemed far from modest and thus unacceptable. Especially if the costume were to be as revealing as Ida's in this performance. If someone were to give women an opportunity to do performing arts like this in Iran, it's a safe bet they'd run into problems and deal with heavy penalties.

@TaIithaCumi As an Iranian I'll try to clarify, In Iran as the government was changing from monarchy to theocracy, (they don't say theocracy, but it is). The theocratic government which is based on islam and the holy book the Quran and all its beliefs was forced upon the people and the government took the teachings of the Quran to extremes which included the banning of western art and all its forms. If anyone did these arts in public they were put into jail and even threatened to death.
