The hardest level for me, personally; I'm not very good at graffiti tagging. I spent most of my time on this level running from the Moonrunners and resisting arrest from the swarms of guards / cops on patrol. Still, it was fun nonetheless watching the Moonrunners and guards / cops fighting one another in the meanwhile of tagging the trains while keeping to the shadows. I love the ambiance and music of this level; it's ominous and a bit frightening, yet befitting for an industrial environment.

Because they were taken out, such as Ghost from the Savage Huns in the Flash Back Mission. Rouges still have thier leader at the time, but later he gets wasted.
