Pretty much too make fun of the kids that were wearing the cheapest of the cheap sneakers.  They're only expensive in the U.S. now because they are in style for the younger generations. They are even cheaper to make today because they are made in China. Back in the day they were U.S. made.

@Heugkeems nope...............its mostly Western Country who have Sky High Prisoners the fact that most of their Detention Camp or Prison is Militarily Guarded...unlike in us its not.

Basically they state that sentences should aim to repair the harm done by crime and encourage social integration. Go and read some books...
