Different volumes, different narrators, and sudden, inappropriate (seemingly) changes of tone and inflection. I don't know if you know anything about hypnotic suggestion, but there's a technique- actually, I think they briefly mentioned it on the video- where you can hide subconscious commands in sentences- they do it in infomercials. For example, "Linda heard about the new food dehydrator, and she decided to CALL NOW". They emphasize that last part, which is a command rising above the sentence.

Helms did actualy destroy almost all of the secret CIA files of Project MKULTRA. However, Helms either forgot about or wasn't aware that there were seperate financial records that revealed alot about the program, the locations of experiments, the hospitals/doctors participating in the program, and the severity of the extent of the project. In the 70's Ted Kennedy helped expose these documents, thus MKULTRA, to Congress. Many of these documents can now be found online.
