yes it's interesting and i think it's because they were able to remain invulnerable from the attacks of other nations. All they had to focus on was to create a greater navy force, and at the time where aviaries didn't exist, they were probably the most advantageous ones. Furthermore they must have a innate sense of breaking out the containment and invade other nations, as they have throughout their history.
