It is reasonable for it to continue to be represented on the Union Flag out of respect for Ulster's position as the part of that ancient kingdom that remains a part of the United Kingdom, and out of the respect for the importance that Eire continues to bear for everyone. :-)

Sorry, the flag is no upside down, it is completely badly proportioned. The white should indeed be thicker on the top, but only nearest the flagpole, or to the left. The opposite side should show the white thicker below the red.
