2nd hearth to 9 dalies, very useful indeed. I often find myself using it when dala hearth is on cooldown too

Nope... its totally seperate from your hearth cd... Also if you take a look in the upper right the kirin tor ring and hearth are still lit up for use. Its akin to other port items like blessed medallion of karabor and the mole machine.

10 champion seal worth of dailies are available in build 10026 if you completed everything on live. I am not sure if more dailies open up from doing quest chains.
