They don't actually level a block to get terrorists. They have sufficient surveillance to find out exactly where they are, and precision artillery can take it from there. Artillery or missiles from choppers.
It all comes down to this: The terrorists purposefully use residential neighborhoods, public spaces and buildings, etc, to attack Israel from, because this gets Israel bad PR when they attack a hospital or a school. Israel has to retaliate, and civilians get hit because of the terrorists.
