Yes he is the Pharoah's enemy, and also the spirit that resides in the Millenium Ring(the one that controls Bakura).

Shadow Realm is just an excuse to dub out the meaning of death and Hell. For example, when Dark Bakura beats Bones in the battle city saga, in the dub he says he'll send him and his friends to the shadow realm and let them out when he feels like it, but in the Japanese version he just tells them to linger in Hell forever.
