I have been a mail carrier for 25 years and you can refuse any piece of mail as long as you haven't opened it. He should have returned the letter to the sender marked "REFUSED" if it indeed was addressed to her, otherwise it should be marked "ATTEMPTED NOT KNOWN". I doubt he checked her I.D. as we usually don't for certified letters, so he should have taken her word for it.

I gotten that card when some one else wrote on it by mistake aka wrong person, and the post office put white label tape and have the write person sign it. I also seen cross over the wrong one. I my self sign the wrong one by mistake too at work. Since, every one is in a hurry. I agree that this woman is out of line but she is correct in her judgment of this guy; he doesn't know how to do his job. I have been a mail carrier for 25 years and you can refuse any piece of mail as long as you haven't opened it. He should have returned the letter to the sender marked "REFUSED" if it indeed was addressed to her, otherwise it should be marked "ATTEMPTED NOT KNOWN". I doubt he checked her I.D. as we usually don't for certified letters, so he should have taken her word for it.
