I believe Dr. Rashad Khalifa is a messenger that God had sent. Khalifa never said that he was a prophet. He said that he was a messenger. If you read the Quran, it says that Muhammad PBUH was a messenger and the last prophet. You have to distinguish between a prophet and a messenger. A prophet brings a book (scripture sent by God), a messenger is sent by God as a guide to warn people and show them the straight path.
Its the other way around messengers were for example Moses Jesus Muhammad peace and blessings be upon them, who carried books, in shahadah rasul means messenger, Prophet is a guide, this is clear in Quran and Allah says he will protect it.

by following the Hadith, we r following Gods words, when Allah say obey Allah and the Propfet in many Ayas, Allah says: (33:21) There has certainly been for you in the massenger of Allah (muhammad Puh)an excellent pattern, an example to be followed for anyone whose hope is in Allah and the last day and who remembers Allah often.

Khalifa never said that he was a prophet. He said that he was a messenger. If you read the Quran, it says that Muhammad PBUH was a messenger and the last prophet.
