If anything, this is another fund to keep people from crossing imaginary lines advertised with the basic mask of mindless "Patriotism." Check it out: you can either get a new passport which includes an embedded RUF chip, or a national ID card which when swiped collects data as to where you are, where you're going, who you're with, etc-etc. If none of this bothers you, then you're clearly not aware of your rights as an American.
There have been print ads in major magazines for this. TIME and Newsweek come to mind. They really want to get people on board with REAL ID (and the NAU eventually) since states are opposing it.
