You should really study some history. The occupation of south Lebanon did end in the year 2000. Israeli ex Prime Minister Ehud Barack ordered a total withdrawal of the Israeli army from Lebanese territory. I dont know why you think the occupation ended in 2006. The reason the Israeli army held a 40 km security barrier inside Lebanon for so many years is the usual one. Palestinian would fire katusha rockets on the northern cities of Israel. The occupation brought peace to the Israeli north.

if Hamas really wanted to help, it would have first dealt with the intenal issues of poverty and bad infrastructures in Gaza.

The usual argument that a lot of Arab opinion makers use constantly, that Israel is nothing without the USA is true. But they forget that a lot of Arab countries had no problem receiving all the supplies they need from the Soviet Union and modern day Russia. In fact, some Arab nations were so desperately depending on the SU that they had Russian pilots fighting their wars for them.
