This isn't to hard to figure out. The Negative cloud becomes positive then seeks equilibrium with space. The highly charged gas 'plasma' is taken up with it.

They can be recorded using security TV cameras.

@izlude2 These occur above a thunderstorm. That's out of the range of all but certain military and spy aircraft.
