It is not; however, a language. It can't even be called a dialect because the speach pattern changes highly depending on where you live in America. I think you can make (direct) vocaloid videos based on their songs but dont know if you can compose songs in the editor. But I heard of this vocaloid program which makes such songs.

Crypton Future Media are working on a fully english version of miku. but english is harder to synthesise, so it'll take a while ^^
