Wii U version apparently will have way better graphics. I would not look at this as a wii game, but as a wii U game with backwards comparability. Wii U is supposed to be coming in 2012, so by the time this game launches, it will be around that time. I guess time will tell.

As for Dragon Quest IX, they were only published by Nintendo in America; Square Enix published the game in Japan. Square Enix still retains the rights to Dragon Quest.
