Frank is essentially implying that he has more freedom to act than the cop--"Could you do that?"--meaning "you're limited, you can't do evil so you can't do good." Which is bullshit--the cop is restrained by something foreign to Frank because he only understand it to an extent: actual right and wrong. But he...tried.

Jack Nicholson, Christopher Walken and Al Pacino. That is my greatest list of actors from 1 to 3. DeNiro or Brando can`t even hold a candle to those guys.
Michael Mann is an awful generic director that directs crap like Ali. I mean who cast Will Smith as Muhammed Ali? Wtf? We're supposed to be watching Muhammed Ali but I'm looking going, that's Will Smitth, Fresh Prince of Bel Air. Only good film he directed is Heat.
On a moving subway train, peripheral vision in Frank would have allowed him to see the cop raise his arm. That woman would have been dead in a second.
What didn't make sense about the cops animosity toward Frank and his whole crew, in this movie is they were taking out the garbage. Doing the cops jobs for them, vigilante style.Taking out scum like King Tito and the rest.Those above the laws, who bought or killed off jury's and never saw justice. No problem.Why hunt them down.Doesn't make sense.
In the DVD commentary, Abel Ferrara said that Michael Mann wanted to end the movie with Frank getting off the train and walking up the stairs--no death scene--because Mann wanted to make a sequel. That ending would have also mirrored the ending to Mann's "Thief", where a wounded James Caan walks into the night, after surviving a gun battle.

Yes, Bishop is the shopkeeper in Taxi Driver. He's also one of Jesus' apostles in The Last Temptation of Christ.
