No, this is Jazz Fest 2006--the first one after the hurricane, and the first ever performance by the Seeger Sessions Band. I lived in New Orleans before, during, and after Katrina, and this was one of the most powerful performances I've seen. Check out the performance at this same Jazz Fest of "How Can a Poor Man Stand Such Times and Live"--I still can't watch it without tearing up. Thanks, Boss.
It's obviously a recording made "through the desk" ie. the mixing desk. Therefore it's not a properly mixed recording. We're just lucky to be able to listen to this snippet at all. Nothing to do with any musicians being left out or others being favoured. Anyone who plays in a band will know that mixing desk recordings always sound crap since all that is on the recording is the balance of what is not coming from the stage. Some of you folks won't have a clue what I'm talking about. Some will.
