Tammet's record is for Europe only, I think. Some non-savants have memorized at least double this amount using trained memory techniques.

Akira Haraguchi memorized 100,000 digits by assigning letters to each number, and making it into stories. Google him for more info.

Others have systems for remembering numbers which convert them into people or objects which they then place mentally along a set journey. Then it's a case of walking through the journey in your mind, seeing the objects or people and converting them back into numbers.

Ben Pridmore (Google him, too!) uses this method, and was going for 50,000 before Akira's record.
