They did plan to say that. Earlier in the episode they were talking about how they couldn't stand fighting even if it was fake and Stefan said that when he says "I can't do this anymore, Elena" he really means "I love you", and when Elena says "Fine, Stefan. Whatever" she really means "I love you, too."
