The mods lift it too the level that the PC can run it at but that the console would be unable to run it at due to the restraints of cheaply mass producing a graphical product for the consumers without the means to get a PC

@djwilko7 yeah ps3 is pretty powerful man, the problem is that the ps3 and its hardware are almost 6yrs old and so cannot compete with a pc thats tech is brand new now. For the price and what it does PS3 is awesome I have one and love it but if I want a game like this or battlefield 3 to look its best I get it on PC(main problem is that to get a decent pc your looking at around $1600 rather then $320-450 for a ps3)

GTA V began development sometime in 2009, an interview with Dan Houser stated that he would write up a script for the next GTA game, that was 2009. GTA V takes less to develop because Rockstar already have the engine, all they do is add more featurs and update it a bit.
