Upon seeing/hearing this, this sounds vaguely familiar. The theme is similar to the 'There Once was a Hand' film (you need two hands to clap), although the narrator (Jerry Nelson) is the same as the one who does the cooperation clip (Muppet) about the 'Geefel and the Gonk.'
