If performers get airplay royalties is hardly a question on the minds of anyone OTHER than those performers. The president has a few items of far greater importance to deal with -- such as a terrorist movement out to kill everyone who does not subscribe to their insanity.

ASCAP and BMI monitor all record and music sales, radioplay, etc., and pay royalties to the WRITERS. The artists/singers/players are paid for MAKING the recording - not from sales profits - unless they have a deal with the label.
Where would the feds get the money to pay the artists? Tax dollars.
as far as I know, PROs (ASCAP,BMI,SESAC) do not pay writers/publishers for the sale of records, they don't even monitor record sales dude (Nielsen does that, ever heard of soundscan?). Royalties are only collected on behalf of writers for performance of their works, whether it be radio, tv, live perfs. or in eating and drinking establishments.
I know that it isn't popular to defend this man who has so many faults, but I find it amusing that those of you who claim to be so superior think that any politician, including John Kerry, knows about statutory royalties. But then it's so easy to throw rocks when you're not sitting in the glass house - - -
