Sounds like a "classic" piano piece from silent film era when their would be a pianist at the theatre's playing music in time with what was happening on screen to help build tension etc.
Can only concur with the others - the consensus seems to be it's the music from that "Railway" scene when the damsel is being tied up on the tracks by the bad guy.
Was this piece not used for the old "Perils of Pauline" shorts? The ones when she is tied to a railway track by the top hat/cape wearing villian while a speeding train is heading closer towards her and out dashing hero in white is trying to save her?
A quick look hasn't shown me anything but it's rag, or ragtime music but not a separately performed piece. You might want to search for cinema music between 1900-1915. I did find some 'railway' music but it was a different piece.
