Oh, that's a glitch - well it's not a glitch. Valve uses what's called a skybox to render those kind of buildings in the distances at large sizes. Basically anything that's in the skybox will show up in the normal area (whatever you call it) and appear 16 times bigger (although it actually isn't).You can't get to the skybox without cheats, and they can't interact with the "normal area".

Hope that explains it.
