what makes you think merely changing your fiat paper money into precious metals would keep mean spirited people in power from robbing you of those also? it has been done before in the 1930s when under pretext of wanting to end the great depression, everyone was forced to hand over what little gold people had at home, so the fed could finally get rid of the gold standard and print fiat money all they wish, ever since.
