lol on the first try, I had a two star wanted level, when I picked up Mel the police shot him before he got in the car. Then I killed the star police and got a 4 star wanted level... lol

everyone listen i got key to the city completed just dont be asking questions why cant u find him it depends on the time. All random chars are in their place in different time so go see them in morning night or day. just w8. Theres always time their not ther everytime

i know i havnt found all the random characters but for some reason when i go near their location they dont appear. is this a glitch and has anyone ever experienced it?
