In an interview, the writers said they were expanding the Angiris Council well beyond the games, into the entire Diablo franchise, and that would be awkward to do if all five have been killed...

Initially the Worldstone served as a mean of disguise for the Sanctuary, in order for it to be hidden from Angels of the High Heavens as well as Demons of the Burning Hell, so that the world of Sanctuary wouldn't become a battlefield of the Great Conflict. In addition to this function, the fallen angel Inarius designed the Worldstone to gradually drain away mythical powers of the Nephalem - his descendats ( in fact humans, the inhabitants of the Sanctuary atm)
