Lol! Cats do this because they have a mixture of frustration and excitment. They see something thats out of their reach and they just can't get it :)! Its called 'chattering'.

I wonder if there is something about tuxedo cats? I have two and they both chatter about 75% of the time during normal communication. The chattering really comes out when something they hate is happening, like holding them upside down or bathtime.

Cats often make that vocalization when they're in hunting mode, and they see prey that they can't easily reach.

For example, a lizard sitting on the edge of the roof of a house.

The cat's owner probbabbly was holding a cat toy that she was teasing him with, in order to make him look at the camera.

Hence, the vocalization.
