Thing is no organization or country can stop selling technology. So basically instead of selling the system directly to Iran and suffering sanctions, Russia can always go with a mediator state which is friendly to Iran and in not so good relations with US, like Venezuela for example. So Russia sells S300 to Venezuela which then transfers the system to Iran with an interest rate. That is called "business" which probably took place and I bet Iran has S300 already. -.-

But when you think about it, Iran doesnt need to buy complete S-300 batteries, they could just buy engineering specs and then make it domestically. They do have capabilities for that. In the past Yugoslavia bought licences from USSR (T72 tank, AK47 and many other) and made domestic versions. you get the point?
