Instead of another comparator output and suffering non-linearity of the optocoupler, simply use a totem output or a gate drive transformer. 10kHz is nothing to not have a perfect square wave output.
for Simplicity, you can use a Single 555 Timer......But I am going to use a PIC 16F877 Microchip Controller.......I just need to program it and the circuit is so much simpler.
My Proto-Type is already working.......will post its video when I finally finshed everything.

PWM? Just off the top of my head, How about a 555? Or a microcontroller?

If I may suggest, you may want to use the newer PIC16F88x series (if you need that many pins and that much memory and peripherals).
