The Hamas didnt manage to kill many people with this kind of attack,because of Israel’s restrictions and blockade(the one that the muslims try to stop, i wonder why...).The blockade,checkpoints,intelligence,readiness of the civilian defenses, and focused military operations r the ones who brought to the situation where the Hamas rockets attacks,r usually ineffective.It has nothing to do with Hamas wishes or strategy.If they had it their way,then these rockets would become much more deadly...
