The law states that police cannot shoot at a moving car b/c even if they disable (kill) the driver a moving car is more dangerous to control. He used his car b/c they never id'd themselves as cops and pulled guns on him. Also police can't tell who has and doesn't have a criminal record off looks, that's why there is a system to be followed; arrest, booking, fingerprint, etc.
