Honestly these have been out for awhile and there are many manufacturers so the technology should not be a big secret, unless there is a large amount of a preciously rare substance inside the only reason these could be so costly still is perhaps some agreement between the mfrs and law enforcement to keep them out of the reach of the average street criminal. If there's a couple ounces of gold or platinum in it then so be it.

The mtm is a restriced thermal device. MIL/LE only. There are other thermal devices that civilians can own.  ITAR regs will not let these be exported.
