When you met Frank, his voice was pitched higher than it was when Vai would have recorded this track. The voice here might be pitched similar to Frank's on (say) 'Dumb All Over' or 'The Blue Light', but Frank's voice is more strident in that register. This voice sounds like a New Yorker... listen to the higher U vowel on "fuck".
Everyone who enjoys both Zappa and Vai must recognise that this is Steve 'rapping', not Frank. Vai was involved with Zappa's music for several years, and is inspired by it. But seriously folks... Can't you tell the difference between their voices? Zappa's voice is deeper, and Vai's is 'younger' and more 'italian-tintet' if there is such a word.
The choice of words is not really Frankish either. Check out "STEVIE'S SPANKING" by Zappa instead

you can tell this is steves voice especially when he says "now you dont have to listen to a word I say".....the way all the emphasis is directly put on the "I" tells you exactly who it is. It is akward to hear steve curse though. you can kinda tell he doesnt do it much. it just sounds funny. not a fluent curser...
