Where I was born in Bulgaria, the legal drinking age is technically 18, but Ive visited when I was about 11, and I could walk into ANY store, buy a bottle of vodka, drink it in the street with my friends, fight, fuck, do whatever. This one time, me and a friend of mine were walking, and a cop saw us with beer. He laughed, and asked if he could have some. Welcome to East Europe. The issue isn't underage drinking, its lack of self-control and common sense. Alcohol is poison to the body at any age. But people are taught that its bad under a certain age and is only normal and good over a certain age. Thus making them feel suppressed and left out, so then when they near the legal age or become the legal age, they start abusing it.
