The only place it clearly doesn't swing is at the head right before the times goes from 3 to 4.That's the part were even Bill doesn't even swing It could swing the rest of the tune (we don't know because there are no drums and the only notes played are quarter) or it clearly swings.

Wow. The head is a note for note transcription and the simple presence of the strings further exploits the influence of Ravel on Bill, couldn't help but think of Ravel's masterpiece of a Quartet. This is great.
