Not so much .. When you do a charge move into another charge move, the time is reduced. It's hard to pull off but if you do, it's completely unexpected and can freak out your opponent.
can someone please explain me why the Sagat player does a tiger knee for no reason at all at 57sec mark, that would just leave him wide open for an attack.
kinda like when ryu does short hurricane kick to move forward, or blanka does jab blanka ball, or sim does empty dril, or chun does df+rh or ken does jab dp etc. etc.
a lot of actions like these can be punished, but they all move forward, it's a test to see how the opponent behaves? does he not realize your mistakes? how fast is his reaction time? what is he trying to punish with?
gives the advancing player important knowledge about the opponent

He probably either misjudged the distance in his attempt to get in on Dhalsim or maybe whiffed a low Tiger Shot. Probably the first thing tho.

it's a bait, to see if sim can punish.
