Try the oven trick... (Remove everything from PCB, remove thermal paste from GPU and stick it on a piece of tin-foil GPU side facing down, put it in for 10 min at 800F for 10 min.) search it up.
I know this is old but I had a problem kinda like that in beta but with the smoke where it was black. Sometimes when I changed refresh rates it would go away, but other games works fined. If you only have problems with one game then I would say no your graphics card isn't failing. I was running 2 8600's in sli when I played the beta.

i had the same problem.. just downloaded the newest driver for my graphics card and then the problem was gone

Its not your graphics its windows 7 and vista. I bought a new graphics card the other day and installed windows 7 32 bit and i have the same problem.
