Raquaza's insane speed and highest attack of all pokemon makes his dragon claw and fly atack insanely powerful its just his hp and otherwis hes is preety good also gratina has a 680 stat cause his attack and sp'attack is good defenses are great but he is just so slow and heavy so electro ball and grassnot murder him. The thing about raquazer is he can learn almost any move and his attacks are worth 150 stat wise which kinda beats gratinia. i do prefer raquaser cause he from my fave game HIH

And Finally Mew (The Ancestor of all Pokemon)

Over Time The Mew's genetic code would manipulate depending on their environment forcing them to slowly evolve into other species of pokemon.

In the Anime the Kyogre, Groudon, Rayquaza created the Pokemon Planet. While Dialga, Palkia, and Giratina created the space time continuim. The thing is many people mistaken that pokemon that created something important makes them very powerful when that is actually false. Its not the measure of their power more of what their abilities are. Proof is, if you notice Rayquaza hasn't really created anything, but still remains much more powerful then Groudon and Kyogre. I think Rayquaza would win.
