if you pause the vid a couple of times on that ghost car's turn his frist turn... you can see a faded fance with stiches near the middle of the neck...

Freeze the video in 1:46 and you will see that in the midle section there is no fence. The police just turned too much and hit the fence in the left. The car in the front just made a wider turn than the police (but you don't see that because the police car was filming straight and the car started to turn earlier).

The fence would have to be like four feet off the ground (for a car to fit under it) which competely defeats the pupose of even putting a fence there...
