When you are in custody, you cant be allowed to walk around the court room like you would if you were in your home. The Police were responsible for controlling the actions of this guy because even rhough he is in court he is still in their custody and therefore they are responsible for controlling him. If he had hopped up and hurt someone people would be blaming them for not controllimg him. They absolutely responded appropriately.
