You should run in in low settings. Try it and from there you can tell. All systems are different depending of how good you maintain it. I will suggest to upgrade to a processor like core 2 duo, that will make a big difference.

True enough, PC users tend to get a bad deal on the games front, especially with console ports. Direct ports with little or no optimization for hardware, poor control scheme etc. At least with consoles devs have a fixed hardware to work with and do make the most out of it.
I bought GRAW2 to try out on my PC, its not running that well at all maybe 30 - 40fps pretty disappointed.

The controls are shown for the Xbox360, like many other PC Games. Like Prototype, CoD, etc; but this is without a doubt being run on a PC.

Also grab the latest Nvidia Beta Drivers, I gained maybe 10 - 15 fps by using them

My evga 8800gts 320 run getting slower frame rate when i play more than 1 hour !!!!!
Mabye i have just 430w ps!!!!!

Sounds like a temperature problem - try playing it with the side off your pc case and see how it goes.
