parrthed, I think you are referring to semi-automatic weapons. Fully automatic weapons are only available to licensed individuals in just a few states.
Actually any machinegun manufactured and registered before the ban is transferrable to individuals in most states. No license needed, just some fingerprints,pictures,and a FBI background check and it could be yours. I personally have three. The only downside is they are EXPENSIVE.
Your description is somewhat misleading, fully automatic weapons are legal in MANY states, you just need to have a Class III license which is fairly hard to get. There are plenty of places in many states WA,OR,ID,NV,MT..etc that you can rent full auto.
