Just to clear something up, going parallel or slightly below is not 100% ROM. He pulled an excellent lift and it would be a passing lift by any competition standards, but he could in fact go farther down, thus it was not 100% range of motion. It was an excellent squat and extremely impressive. Not trying to knock him at all, just saying its not 100% ROM unless you go as far down as possible, which would mean his hamstrings would be pressed up against his calves.
