There is still a property tax on the building and the land and it is far greater than a single family home (usually based on the number of rentable units and the value of the building/land) which the owner of the building has to pay, every year just like you. This cost is usually absorbed by the renters within the rent. They pay taxes but not directly as they are not paying the govt they are reimbursing the owner for the taxes.
