Miliband says:

"In respect of insuring that witnesses give evidence with the greatest possible candour, sir john has confirmed that he and his colleagues will consider whether it is possible for a process whereby evidence is given under oath, taking into account the non judicial nature of the inquiry."

Without a special vote in parliament giving such powers to the enquiry then no witness can be obliged to give evidence to this enquiry under oath.

Was he ignorant of this fact or dishonest?
