I have narrowed it down to 2 possibilities. Tobi is either Izuna(Madara's younger brother who was just as strong as Madara) or Kagami Uchiha( Who is just some random Uchiha that could be but probably isn't). But i honestly am 99.99% sure its Izuna. Tobi is super powerful and has control over the nine tails Izuna also had that ability so i think he is the only person who fits the description.
