No it is income Tax! Getting a $3M house for $10 mean you Just made 3M-10 in income you would have to pay taxes on the Money you made. IJust like when you when any prize you have to pay income tax on its value. Otherwise what to stop companies from paying their employees in items to skip the taxes.

You are charged income tax because it was won in a raffle. It is then treated like any other gambling winnings: as income.
